No, once the application has been submitted to the Uganda government, the e-Visa application fees are non-refundable.

106. How long does it take to get an e-Visa for Uganda?
The processing time is 3 business days for normal service, 2 days for urgent service and 1 day for rush service.
107. How much is the e-Visa?
There are two kinds of e-Visa fees that you have to pay for to get your e-Visa, including visa service fee (69 USD) and Government fee (depend on your type of visa) for normal service.

Tourist e-Visa (Single entry for 90 days),East Africa Visa (Multiple entries for 90 days),Transit e-Visa (Single entry for 7 days)
109. Do I need an e-Visa to visit Uganda?
All foreign citizens wishing to travel to Uganda will need an e-Visa, except citizens from countries who are exempt
